## Graph view
The Publish site exposes a graph view. Clusters identify the structural cores of the corpus (e.g., the cost-of-service-allocation cluster, the host-county PILOT cluster).
## The two-hop evidence rule
**Wiki page → Source page → Raw FOIA document or docketed regulatory filing.**
If you want to verify a claim, follow the wikilink to the cited source page, then check the raw-source citation. Raw FOIA documents can be requested from the originating Arkansas agency under Ark. Code § 25-19-101 et seq. APSC docket filings are publicly available via APSC e-filing.
## Source-tier hierarchy
- **Tier 1** — FOIA corpus + APSC docket filings + DEQ permit records + arkleg legislative records.
- **Tier 2** — primary public records outside the corpus.
- **Tier 3** — established news outlets and authoritative analyses.
- **Tier 4** — reference (encyclopedias).
## Reading conventions
- ISO 8601 dates.
- Citations: `(<wikilink to source>, p. N, "verbatim quote")` for Tier 1; tier label + archive link for Tiers 2–4.
- Contradictions flagged with `> [!contradiction]`.
- Open questions flagged with `> [!web-research-unresolved]`.
## What's NOT in the wiki
- Raw FOIA productions (held offline).
- Regulatory, investment, legal, or environmental-engineering advice. The wiki documents what the records show.
- Drafts, internal notes, or speculation untethered to a documented quote.
