Raw FOIA documents can be requested from the originating Arkansas agency under Ark. Code § 25-19-101 et seq. APSC docket filings are publicly available via APSC e-filing. ## Source-tier hierarchy - **Tier 1** — FOIA corpus + APSC docket filings + DEQ permit records + arkleg legislative records. - **Tier 2** — primary public records outside the corpus. - **Tier 3** — established news outlets and authoritative analyses. - **Tier 4** — reference (encyclopedias). ## Reading conventions - ISO 8601 dates. - Citations: `(<wikilink to source>, p. N, "verbatim quote")` for Tier 1; tier label + archive link for Tiers 2–4. - Contradictions flagged with `> [!contradiction]`. - Open questions flagged with `> [!web-research-unresolved]`. ## What's NOT in the wiki - Raw FOIA productions (held offline). - Regulatory, investment, legal, or environmental-engineering advice.
