# 2026-06 Pulaski County Planning and Development Produces Development-Application Records
Pulaski County Planning & Development (Jim Cranor) produced its response to a **2026-05-28 FOIA request** for all unincorporated-county development applications since January 2024, any data-center / hyperscale site-plan approvals, and the county's written site-plan-review procedure. Cranor acknowledged the request 2026-06-01 and delivered the records via a **Dropbox folder on 2026-06-02** (83 files, ~240 MB). Ingested 2026-06-03 to `raw/county-pulaski/development-applications-2026-06-02/`.

## What happened
The production delivered (1) the county's full site-plan log (`SITE PLANS SINCE 2024.xlsx`, 544 rows) and watershed building-permit log; (2) the site-plan application form/checklist (the administrative procedure); (3) the Coushatta Management folder (the earlier 145th Street data-center filing); and (4) the full AVAIO Project Leo package including the USACE wetland-permit materials.
## Significance
- **Answers the central pipeline question with a negative.** Across 544 site plans and 61 building permits since 2024, the **only** data-center site is the 145th Street parcel (Coushatta then AVAIO) — there is no second hyperscale project in the unincorporated-county queue.
- **Adds provenance and engineering depth** to Project Leo: the Coushatta predecessor, the 9→5 building reduction, the "Project Little Rock" codename, and the federal wetland-permit track.
- **Documents the administrative-approval mechanism** at the heart of the 2026 county moratorium / planning-pause fight (see 2026-05 County Judge Executive Order Pauses Data-Center Planning Applications).
## Open follow-ups
- A clean download of the Dropbox folder enabled this ingest; image-only and large-binary documents (Vesta reversion, 81 MB wetland delineation, archaeological/T&E reports) remain to be text-extracted/OCR'd.
- Resolve the Coushatta ↔ AVAIO question via Arkansas SoS + deed records.
