As of **2026-06-03**, none of the four state agencies that received the [[2026-05 Second FOIA Escalation Round|second-round FOIA escalations sent 2026-05-28]] — the **Arkansas Economic Development Commission (AEDC)**, the **Arkansas Public Service Commission (APSC)**, the **Department of Energy & Environment / Division of Environmental Quality (DEE/DEQ)**, and the **Department of Finance and Administration (DFA)** — has produced records or issued a substantive response. The original requests were filed 2026-05-19; all four are now well past the three-working-day statutory window of Ark. Code § 25-19-105(e). Absence is information: the gap is itself part of the documentary record.

## Significance
- **The four most substantive custodians remain dark.** AEDC (developer correspondence, Act 548 qualifications — now known to hold Project Stratus records via [[Raven Johnson]]), APSC Staff internal records, DEE/DEQ environmental permits, and DFA tax-exemption administration are the requests most likely to contain the investigation's unanswered questions. Their continued non-response past two escalations is the precondition for a § 25-19-107 enforcement step.
