# Alan Rice Alan Rice was the sole public-hearing opponent who spoke against the Project Stratus annexation and rezone at the April 22, 2025 Conway City Council meeting. He addressed the Council on behalf of his son [[Jeremy Rice]], a property owner adjacent to the rezone area. The City Council adopted O-25-37, O-25-38, and O-25-39 8-0 over his testimony. His "noise and disturbance" objection presaged the much-larger constituent water-and-noise opposition that mobilized in spring 2026 (see [[Project Stratus Public-Comment Correspondence Record]]) — but at the time of the April 22 vote, his was the only public dissent on the record.
