> **Note.** Pulaski County's elected **County Judge** (currently [[Barry Hyde]], through 2026-12-31; [[Wendell Griffen]] takes office 2027-01-01) is the chief executive of county government and the ex-officio chair of the Quorum Court — not one of its fifteen Justices of the Peace. This directory lists the fifteen JPs.
> **Status note.** The Pulaski County Quorum Court considered emergency ordinance **26-I-37A** — a twelve-month moratorium on data-center development in unincorporated Pulaski County — on **2026-05-26**. It was initially marked adopted; Clerk [[Terri Hollingsworth]]'s office corrected the count on **2026-05-28**, and the certified records were produced via NextRequest **#26-341** on **2026-05-29** (see [[2026-05 Pulaski County Clerk Produces Quorum Court Moratorium Records]]). **The moratorium did not pass** — an emergency ordinance needs two-thirds of the whole court (10 of 15); the corrected aggregate was **9–4–2**. The ordinance was sponsored by Justices **Davis (D1), Ward (D9), and Blackwood (D4)**, and the grandfather amendment by **Stowers (D13)** — all Tier-1. The **per-JP roll-call is *not* in the legible record**, however: the certified worksheets are handwritten and embody the disavowed miscount, so the vote columns below read `not in record` pending the 2026-05-26 meeting video. ## Procedural notes
- **The official mailing address (Suite 410, ZIP 72203)** is the canonical written-correspondence channel for all 15 JPs collectively or individually. The mailing-address claim is corroborated by the Tier-2 source.
- **Two institutional emails / thirteen personal emails.** Blackwood (D4) and McCoy (D12) publish `@pulaskicounty.net` institutional addresses; the other 13 use personal-domain addresses (Gmail, Yahoo, AOL, Outlook). The institutional / personal split has implications for records preservation under the Arkansas FOIA: institutional-email correspondence is straightforwardly within the scope of a Pulaski County records request; personal-email correspondence is harder to compel.
- **Three JPs with no phone published.** Person (D5), Young-Baker (D10), and McCoy (D12) have no phone on the official directory. For deadline-sensitive contact, the published email is the only channel and the response-time expectation should reflect that.

## Refresh discipline
- **Baseline:** quarterly re-verification (every 90 days from 2026-05-28) against the Tier-2 source.
- **Trigger-based:** any JP resignation, special election, redistricting, or term turnover.
- **Full roster rebuild required at 2027-01-01** when the 2027-2028 biennial term begins.

## Open follow-ups
1. **FOIA filed and fulfilled** — submitted via NextRequest as **#26-341** (2026-05-28), produced 2026-05-29; see [[2026-05 Pulaski County Clerk Produces Quorum Court Moratorium Records]]. Sponsorship (Davis/Ward/Blackwood) and the Stowers amendment authorship are now Tier-1 and reflected above.
2. **Per-JP roll-call still open.** The production's certified worksheets are handwritten and embody the disavowed miscount, so no legible per-JP tally exists. Replacing the `not in record` cells with certified yes / no / present / absent values awaits the 2026-05-26 meeting video (Swagit link, archived 2026-05-29) or a supplemental certified roll-call from the Clerk.
3. **Source a Tier-2 anchor for neighborhood-level district descriptions** (Pulaski County redistricting map, county GIS) and recompile each per-district paragraph above to anchor the uncorroborated neighborhood claims.
4. **Ballotpedia Tier-3 anchor** for party-at-filing-time and November 2026 ballot status for each JP. Once captured, regenerate the CSV's `party` and `on_ballot_nov_2026` columns.
